The Challenge

Blanchard, Idaho—like many rural communities across America—lacked access to high-speed broadband infrastructure. Residents and businesses operated with connectivity limitations that urban areas hadn’t faced in years, creating barriers to economic participation and quality of life.

When federal grant funding became available to address this gap, the clock started immediately. Grant requirements mandated operational service within aggressive timelines that traditional deployment approaches couldn’t meet. Missing the deadline would mean losing the funding—and the community would remain underserved.

Rural fiber deployment presents challenges that urban projects don’t face: longer distances between premises, difficult terrain, limited local contractor availability, and permit processes unfamiliar with large-scale infrastructure projects.

Our Approach

BNS Networks compressed the typical fiber deployment timeline by executing design and construction in overlapping phases. While engineering finalized route designs for later segments, construction crews began work on approved sections. This parallel execution—combined with experienced crews who understood rural deployment challenges—delivered the network ahead of grant deadlines.

Community coordination was essential. Residents needed to understand what was coming, when construction would affect their property, and how to get connected once the network was live. Clear communication maintained community support throughout the project.

Work Undertaken:

  • Fiber network design and engineering
  • Route planning and permitting
  • Outside plant (OSP) construction
  • Fiber installation and splicing
  • Premises connections
  • Network testing and certification
  • Documentation for grant compliance

Technologies & Standards:

  • Fiber-to-the-Home (FTTH) architecture
  • Outside plant construction
  • Federal grant compliance documentation

Outcomes

Fully operational network delivered within 120 days
Grant compliance requirements fully satisfied
Underserved community connected to high-speed Services
Foundation established for continued network expansion
Community economic opportunity expanded
